I think The Roots are probably the most well know rap act out of Philly. Will Smith is probably the best known rapper, but he became well known as a actor more than a rapper.

Gotta agree. Everyone knows Will rapped back in the day and continued to have a music career throughout the biggest boom of his movie career. And with Jazzy Jeff on The Fresh Prince of Bel-Air? That duo was a household name to so many....
