I voted Cham & Paul. This is a tough one. Devin's is probably better, but I'm good either way.

I've never heard any classic talk for Devin outside this forum. I'm not saying that he's not good but I haven't heard anyone hail him or any of his albums as GREAT. He will win this matchup but he will not make it to the finals. Props to him for getting to the Elite 8 though, and I'll check this album out sometime. The only full length I've heard from him was The Dude, and I think that album was just aight.

EDIT: forgot the Non-Phixion is still there. That would win this year for me.

Devin actually has 4 albums that I consider 4 stars or higher and this is one of the best. Devin wins.
